On my run out, I saw a WPD Suv (number 66) parked in the green area in between two paths - considering how much of a stink the parks commissioner has given vendors for driving on park paths, this itself was notable, but I didn't have my phone with me to take a picture.
I turn around city hall, there's a guy with his table giving out donuts and coffee to the unhoused community, as there is every Sunday. I wave as I run by.
Along Main street, I see another WPD SUV driving by - this one said EOPS with a number on the back.
We go to Fuel America on Grove, turn back.
As I approach city hall, I see a paddy wagon and multiple cruisers in front of it.
I get closer, and see five police officers, standing around one guy handcuffed on a bench. I walk up behind the officers, ask the man if he's ok. I guess what I meant was "do you need a lawyer", but his response was honest and succint
"I'm a poor black man in America, of course I'm not ok"
The officers I was behind turned and told me I needed to step back, I asked their names Smith and I don't remember the first. One with a SWAT patch on his shoulder said something to me, I asked him what his name was - he said Mccan (may be incorrect spelling), and I said "Mcann, huh? Is it gonna be on the report as Echo?" and him and the others were all legitimately confused.
I explained "Yeah, when SWAT shows up it usually says Echo instead of their names in the report" and he said he wasn't SWAT, he was Emergency Operations (Ooooh, EOPS)
I said great, I'll get the report later then, and began to continue my run. He said I could come down to the station to get it, I yelled back that I would just do it online, it's streamlined for this purpose.
It was this man, identified from the telgram
